Examining the Aspects of “Methodical” and “Subjective” Consultation in Governmental Decision-Making, Considering the Governmental Conduct of the Commander of the Faithful
By studying the verbal and practical conduct of the Commander of the Faithful regarding consultation, the present paper seeks to answer the questions of whether he used consultation as a decision-making method in his governmental conduct, and whether consultation in his conduct had a methodical or subjective aspect. The present research indicates that consultation enjoyed a special place as a decision-making method in the governmental conduct of the Commander of the Faithful and he both advised his agents to consult and abandon tyranny, and he himself, as the ruler of the Islamic society, had consultation on his agenda. Studying and analyzing the conduct of the Commander of the Faithful also shows that consultation in social affairs has a “subjective aspect”; in the sense that consultation in social and governmental affairs is not only a way to reach the truth and expediency, but it is itself, regardless of whether it clarifies a truth for the ruler or agent, or even regardless of whether its result is correct or not, has subjectivity and one must adhere to it and its results. The reason for this subjectivity can be some benefits and effects of consultation, such as creating insight and increasing public awareness and confidence in individuals, and preventing blame and excuses after decision-making
